Her tweets reflect a sense of betrayal among Mr. Trump's most ardent supporters, who recall Mr. Romney's sharp criticism of Mr. Trump during the Republican primary campaign.

Though Romney called Trump a "phony" and a "fraud" in March, he, along with Rudy Guiliani, apparently is in the running to fill one of Trump's most important Cabinet positions.

Romney, the Republican Party's 2012 nominee, was perhaps Trump's preeminent GOP critic both before and after he captured the nomination.

The former Central Intelligence Agency chief pleaded guilty previous year to a misdemeanor charge of mishandling classified information relating to documents he had provided to his biographer, with whom he was having an affair.

Since the November 20 encounter, Romney's name has been floated as a potential secretary of state.

"He's going to be making the best decision for the American people", a subdued Priebus said on "Fox News Sunday".

But other reports have emerged pushing back on that narrative, and Conway herself said in an interview on Monday that her boss is aware of where she stands and that he encourages a difference in opinion especially to help him make decisions.

"He'll complete that when he's ready", Mr Miller said.
