I knew that bad news was coming, and sure enough Trump signed an executive order just yesterday, rolling back USA climate change policies, put in place by Obama.

According to his advisers, the newly rolled out executive order is Trump's attempt to put American jobs first.

It also calls for a new analysis of the social cost of carbon which was fundamental to the cost-benefit analysis of climate change regulations including the Clean Power Plan.

The Executive Order is an effort to block just about all federal efforts to address climate change-something the Administration apparently doesn't want to highlight, perhaps because they know it would be politically unpopular.

Ringel said PSE wouldn't be affected by the Clean Power Plan one way or the other.

Another part of the President's Executive Order does take effect immediately: lifting an Obama moratorium on leasing coal on federal public lands. China responded Wednesday, reaffirming its commitment to investing in clean energy and honouring the Paris Agreement, an global accord to tackle climate change with progressively more stringent carbon emissions goals.

But tearing up Obama's Clean Power Plan does not change the path that Washington and most other states are already on - to meet or exceed the carbon reduction goals embedded in the plan.

"We are not going to backslide even if the United States at the moment...is backsliding from its previous commitments", he said.

Tearing up the Clean Power Rule puts US compliance with the historic worldwide carbon-reducing Paris Agreement out of reach. But she did note that the United States "is, and remains, a party to the landmark Paris Climate Change Agreement".

Speaking to MSNBC, Markey - who co-authored a 2009 House bill that would have established caps on US carbon emissions - called out Trump for moving against President Barack Obama's efforts to curb climate change.

But with its capital often choked by smog and its people angry about the environmental devastation that rapid development has wrought across the country, Beijing has become a strong proponent of efforts to halt global warming rather than a hindrance.
