Careful implementation of Martial Law in Mindanao has greatly aided the government's efforts in neutralizing the support infrastructure of the remaining Maute Group terrorists in Marawi City.

"It is imbecilic to seek advi (c) e from the AFP whose officers now admit it did not even know the strength of the so-called Maute Group when the AFP laid siege on Marawi", the CPP said.

The expected meeting will come five days before the 60-day imposition of martial law expires and ahead of Duterte's second State of the Nation Address (SONA) on July 24, when Congress opens its second regular session. This is nothing like the Marcos martial law at all.

"The structure which gives life to this rebellion is not only restricted to Marawi, which was only used by the terrorists as a base to launch its attacks", Padilla said.

Philippine President Rodrigo Duterte said in an interview posted to his office's official Facebook page over the weekend that he would not lift #Martial Law on the strife-torn southern island of Mindanao until advised to do so by the armed forces.

Armed Forces of the Philippines Spokesperson Brigadier General Restituto Padilla said the military is still assessing the situation.

"The communist rebels also denounced the intensified offensives by state forces against leftist fighters amid the military rule, adding that sustained aerial bombardments in Marawi "(have) been proven a failure".

Duterte, who was forced to cut short a state visit to Russian Federation when fighting broke out in Marawi, potentially courted controversy with his declaration of martial law, a sensitive subject for most Filipinos. The death toll has breached the 500 mark, with 39 civilians killed, 379 terrorists killed, and 89 government troops killed in action.

Padilla said the government is ready to start the early stage of rehabilitation of the besieged city.

This is happening even as President Rodrigo Duterte has affirmed that the extension or non-extension of the effectivity of his martial law edict would be dependent on the recommendation of the AFP as well as the Philippine National Police (PNP).

Meanwhile, 1,722 civilians who were held hostage or trapped in the main battle were either rescued or brought out of harms way.

"It has become all too apparent that the Duterte regime is not at all interested in the substantive agenda of peace negotiations with the NDFP and only wants to use the talks to compel the revolutionary forces to sign a premature bilateral ceasefire to silence the weapons of the NPA (New People's Army) and prevent the people from resisting the GRP's (government negotiator's) all-out war".

More than 400 have been killed in the fighting so far, while more than 300,000 have been displaced.
