Maximum sustained winds were 45 miles per hour with higher gusts.

A hurricane watch was put into effect from Puerto de Veracruz to Rio Panuco.

Forecasters think Franklin will cross over the Yucatan Peninsula and emerge into the southern Gulf of Mexico by Wednesday.

Franklin is expected to bring four to eight inches of rainfall with isolated amounts up to 15 inches through Thursday to parts of eastern Mexico, bringing danger of flashfloods and mudslides. However, no storm this season has lasted more than two days and none have produced peak winds above 57 miles per hour (50 knots), so Accumulated Cyclone Energy (ACE) is just 44 percent of average for this date.

Franklin will continue to produce flooding rain and scattered wind damage across the remainder of the Yucatan Peninsula.

The Mexican authorities have prepared shelters, cleared the drainage channels and announced the closure of an airport near the Caribbean coast, preparing for the tropical storm Franklin, the Associated Press reported. Rip currents and coastal flooding are also expected.

A weakened tropical storm Franklin chugged across Mexico's Yucatan Peninsula Tuesday, dumping heavy rain after coming ashore on the Caribbean coast. Also, a tropical storm watch is in effect from Belize City to the Mexican border to Sabancuy.

Franklin, which formed late Sunday night., was no threat to Florida and the Atlantic disturbance wasn't a threat at this point either.

Tropical storm warnings extend over most of the rest of the Yucatan Peninsula, including CancĂșn and Cozumel.

"Franklin will at least graze the northern coast of Honduras through Monday morning before hitting the Yucatan", according to AccuWeather Meteorologist Brett Rossio.

The United States should not be directly affected by this system, although parts of the Texas Gulf Coast could see high surf and unsafe rip currents later this week, the Weather Channel said.

The attention focused on the Atlantic came at the same time Colorado State University hurricane researchers issued an update to their forecast, saying they continue to predict an above-average Atlantic hurricane season.
