The overseer of the appeal is Harold Henderson, a lieutenant of Roger Goodell, the NFL commissioner who handed down the six-game suspension for Elliott due to the league's findings in what many consider to be a "he-said/she-said" case involving Elliott ex-girlfriend Tiffany Thompson.
Henderson is best known for hearing the high-profile appeals of former Cowboys defensive end Greg Hardy (a suspension he reduced from ten games two four) and NFL Pro Bowl running back Adrian Peterson (a suspension he upheld).
Jones was asked whether Henderson would be neutral on the case to give Elliott hope, but he avoided the answer: "Harold is a really great friend of mine", Jones said.
Last summer, the Columbus city attorney's office chose not to file charges against Elliott because of inconsistent evidence, but the league's personal conduct policy has a lower burden of proof than the legal system.
Clarence Hill of the Fort Worth Star-Telegram reported on Elliott's request, as he gets prepared for Tuesday's appeal of his six-game suspension.
Garrett told reporters on Tuesday that Elliott could either sit out or see as many as eight to 12 snaps in the contest, which amounts to what is a dress rehearsal for the regular season.

It is not clear whether the Cowboys would receive a roster exemption until Henderson makes a ruling.
