To send money through the app, you'll need to have the latest version, but the person receiving the money can have any version of Skype. The new payment system is based on PayPal, one of the very best online money transfer services.
Skype says that you'll simply swipe right and then tap "Send Money" to go through the process.
The new PayPal powered payment option will appear under the "Find" option placed on the top bar in Skype app (in the conversation window).
This functionality has started rolling out to Skype mobile users on iOS and Android in supported countries.

The first time you use the Send Money feature, you'll be asked to confirm your location and link your PayPal account to your Skype profile.
To use this new feature, all you need to do is head over to a particular chat from the "recents" list or the search. If you're sending funds from the USA, for example, to someone in Europe, you will have the option to send money in Euros.
The Send Money feature also enables global payments, but only between select countries. In other words, a user in the USA will have the option to send money to a contact in Europe in Euros. They are as follows: United States of America, Canada, UK (Jersey, Guernsey, Isle of Man) Austria, Belgium, Cyprus, Estonia, Finland, France, Germany, Greece, Ireland, Italy, Latvia, Luxembourg, Malta, Netherlands, Portugal, San Marino, Slovakia, Slovenia, and Spain.
