Office of Management and budget director Mick Mulvaney said on Monday that the box was similar to a "Blue Apron-type program", a reference to the popular meal kit services that deliver uncooked components of a meal to subscribers.

The Trump administration says that the change to food stamps would be used to cut fraud and enhance nutrition.

- The Trump administration wants to replace food stamps to low-income families with government-mandated harvest boxes of food.

The other half of the SNAP benefits would still be provided via the EBT card. The food-stamp program served 42.2 million people during the 2017 fiscal year, with many spending the benefits at supermarkets.

The home delivered box would contain shelf-stable milk, cereal, pasta, peanut butter, canned fruit, vegetables, meat and poultry, which, according to the USDA, would ensure that nutritional food would be getting into homes.

The proposal would affect 38 million people. Trump should trust Americans to buy the food that's right for their families - and not implement programs that may wind up costing taxpayers more than they're worth.

The adjustments in the program are expected to the save the government $129 billion over the next decade, NPR reported.

"USDA America's Harvest Box is a bold, innovative approach to providing nutritious food to people who need assistance feeding themselves and their families - and all of it is homegrown by American farmers and producers", he said.

The proposal is particularly puzzling given this administration's propensity to oppose food programs that supposedly force individuals to have to make certain food choices.

Instead of fresh fruits and vegetables, the program would prioritize canned goods. "States will have substantial flexibility in designing the food box delivery system through existing infrastructure, partnerships, or commercial/retail delivery services". Congressman Steve Cohen said the proposed changes to the SNAP program are both impractical and cruel.
