Israel's military also said it suspected based on surveillance video there was "an attempt" to fire rocket-propelled grenades toward its forces, but nothing was hit.

Later Tuesday, however, Hamdallah spoke with Hamas leader Ismail Haniyeh and agreed that Israel and its collaborators were responsible for the attack, Haaretz reported. In February, two Israeli soldiers were seriously wounded and two others moderately and lightly wounded when a planted device was detonated on the border fence of southern Gaza.

Israel's state Comptroller issued a report that sums up investigations into the army's conduct during its 2014 Operation Protective Edge on the Gaza strip, highlighting a number of shortcomings with regards to the application of global law.

In 2014, Israel waged a devastating 51-day military onslaught on the Gaza Strip in which more than 2,300 Palestinians were killed - the vast majority of them civilians - and tens of thousands injured.

"We don't have the final confirmation of that yet, but that is now our working assumption".

Palestinian media reported that the targets were Hamas observation sites near Gaza City and Beit Hanoun, in the northern Strip.

The area of the attack is a frequent protest ground for Gazan residents.

Beginning on March 30, Gazans are planning to erect hundreds of tents near the Israeli border for a six-week show of support for Palestinian refugees.

"IDF troops retaliated by firing from a tank at positions belonging to the Hamas terrorist group", the army said.

The IDF reportedly eased the open-fire regulations in response to the heightened tensions, allowing soldiers to use lethal fire to prevent similar approaches to the border fence in future. The strip has been under an Israeli blockade for around a decade.
