The appropriation bill was passed through guillotine which means that all the main demands in the funds of different departments will be put for the vote but the discussion is not necessary.

"Congress chief Rahul Gandhi and UPA chairperson Sonia Gandhi spoke on democracy outside the Parliament but don't practise it", he said, adding that the ruling party has issued a whip to its members to ensure their presence during passage of important bills.

The opposition has been noisily protesting in the Lok Sabha over various issues since March 5, when Parliament reconvened after the recess in the budget session.

The Lok Sabha passed the appropriation bills after negating several cut motions moved by the opposition parties.

The Opposition parties protested against the passage of the budget without debate, as the session is slated to continue till 6 April.

The protests in the House so far have been over state-specific issues - special status tag to Andhra Pradesh and the Cauvery water board for Tamil Nadu.

The opposition parties, including the Left, Congress, RJD and NCP, submitted the memorandum to Lok Sabha Speaker Sumitra Mahajan on Tuesday, expressing their strong opposition to the government, and demanded her intervention to protect the rights of lawmakers.

The Speaker said the sittings of House are being disrupted and the guillotine will be applied to get the crucial legislative business passed in Parliament.

Samajwadi Party too was in the well of the house protesting clamp down on the media during the counting of votes for Gorakhpur Lok Sabha bypoll.

The noisy scenes forced heads of both the Houses of Indian parliament to adjourn the proceedings. Once that is done, the Rajya Sabha can discuss it but not pass amendments binding on the Lok Sabha.

Minutes earlier, he had appealed to all the members of the Upper House of Parliament not to display placards and banners as it was against the rules.

Last year, Finance Minister Arun Jaitley had introduced 30 pages of amendments to the government's own Bill less than 48 hours before the legislation was taken up for scrutiny.

Soon after the Speaker took up the Question Hour discussions, members from various parties, including the TRS, trooped into the Well of the House raising slogans "we want justice".
