"The dispersed deployment of these bases and distinctive tactics employed by ballistic missile units are combined with decades of extensive camouflage, concealment and deception practices to maximize the survival of its missile units from pre-emptive strikes and during wartime operations", they said.

He specifically criticized any suggestion that the bases constituted a "deception" by the North Koreans, or that there was any agreement that required Pyongyang to declare the existence of the bases. South Korea's National Intelligence Service said late last month there were "signs" the regime was preparing to allow "outside experts" to survey the country's Punggye-ri nuclear test site.

Some 50 to 90 kilometres (31 to 56 miles) from the demilitarised zone that has separated the two Koreas since 1953, "these bases are far enough forward to provide coverage of critical facilities in the northern two-thirds of South Korea, yet far enough from the DMZ to be beyond the range of South Korean and USA long-range artillery", the report said.

The bases are scattered across the country in underground facilities tunneled in narrow mountain valleys, according to the CSIS researchers, and designed for mobile missile launchers to quickly exit and move to previously prepared launch sites.

"It rather calls for the need to restart (denuclearization) talks early", he said.

In return, it got the U.S.to halt large-scale joint military exercises with South Korea and is now demanding a formal declaration of an end to the Korean War and eased sanctions.

Secretary of State Mike Pompeo was scheduled to meet with Kim Yong Chol, vice chairman of the North Korean Central Committee, in New York City last week.

According to Revere, Pyongyang believes it can keep nuclear weapons and maintain its relations with Washington at the same time. It's exactly what Kim said he would do.

One of the missile operating bases is located in the southwestern province of North Hwanghae.
