Democrats hold a trump card of their own - they will take control of the House in January.

Brian Kolfage, a triple-amputee military veteran and Purple Heart recipient, started a GoFundMe campaign on December 16 called "We the People Will Fund the Wall", to convince the federal government to allocate $1 billion to secure the border.

Among the "yes" votes were Chuck Schumer, Dick Durbin and Patty Murray, the top three Senate Democrats.

The president has been attacking Democrats over the wall on Twitter, and continued on Monday. "So Mr. President, President Trump, if you want to open the government, you must abandon the wall". The House and Senate Appropriations Committees each divide into 12 subcommittees that deal with different parts of the budget.

Trump had savored the prospect of a shutdown over the wall, saying he'd be "proud" to force one over an issue that was one of his biggest campaign promises.

Wednesday is the first day taxpayers could begin to feel the effects of a shutdown, Mulvaney said.

The senator had said he would "remind" the vice-president that Democrats would not sign off on funding for a border wall.

Mulvaney said Sunday morning that the White House had moved down from its demand for $5 billion and hoped Democrats would move up from their offer for $1.3 billion in border security funding.

"The Trump shutdown isn't over border security; it's because President Trump is demanding billions of dollars for an expensive, ineffective wall that the majority of Americans don't support", he said.

Trump canceled his holiday vacation to Florida due to the budget wrangling, and his wife Melania, who had already traveled to their Mar-a-Lago resort, was returning to Washington to spend the holidays with her husband.

The closure, affecting hundreds of thousands of federal workers across the country, was expected to last at least through late this week after the House and Senate, which each met in a rare weekend session, adjourned until Thursday.

The partial shutdown - along with Trump declaring Monday, Christmas Eve, a federal holiday - may be contributing to a less-than-urgent approach to the negotiations.

Majority leader Mitch McConnell cited the Republican House bill that included $5bn for Trump's border wall as he passed the ball to Democrats and the president.

Should they eventually strike a deal, it could swiftly clear Congress and reach the president's desk, said Senate Republican Bob Corker.

Meanwhile, Pelosi, Senate Minority Leader Chuck Schumer and President Trump are trading barbs over the current government shutdown.

President Donald Trump was struggling to get into the festive spirit on Christmas Eve, tweeting "poor me" and complaining he was "all alone" in the White House waiting for Democrats to make a deal to avert a partial government shutdown. After the caravan, if you don't see the need for more border security, you are blind.
