One of the wounded victims was a King County Metro bus driver, who was shot while driving his bus through the area. The agency said no other passengers appeared to be injured.
Sand Point Way Northeast is blocked in all directions between Northeast 115th Street and Northeast 125th Street, according to the Seattle Department of Transportation.
Mr Green said when police arrived the suspect fled in the vehicle and collided with another vehicle nearby, killing the driver. Both were men. None of the victims was immediately identified by police.
After the bus sped off, the suspect then attempted to hijack another vehicle, shooting and killing its driver.
Transport officials said that the bus driver activated an emergency alarm after he was shot in the torso and managed to turn the bus around and drive away.
Despite being shot in the torso, the heroic bus driver was able to walk to a gurney to be transported by paramedics to hospital, according to USA media.
The suspect is now being treated for non-life threatening injuries at Harborview.

Following the crash, officers were able to convince the suspect to exit the vehicle, where he was taken into custody and transported to the hospital with non life-threatening injuries, according to police.
"He acted heroically and put the well-being of his passengers above all else", said King County Executive Dow Constantine.
At that point, Garth Green said, police were able to apprehend the man. "I stand with all the good people in Lake City, in the north end, and throughout the City of Seattle in condemning this violent action".
The driver has been with Metro since 2012.
The shooting is a tragedy for Lake City and all of Seattle, the mayor, Jenny Durkan, said on Twitter.
The incident took place around 4 pm Pacific Daylight Time, Wednesday (4:30 am IST, Thursday) at a bus stop near 120th and Sand Point Way NE during the late-afternoon commuter rush. "It is time for the violence not to be the thing that pulls us together".
